Motion Picture Association of Ukraine in partnership with the Kyiv City State Administration are establishing the Kyiv Film Commission

On September 22, filmmaking market players and the representatives of the Kyiv city authorities will gather at the round table in the Column Hall of Kyiv City State Administration. Round table discussion "Capital of Ukraine – Capital of Filming: New Opportunities and Prospects of Kyiv Cinematography" in the course of KYIV MEDIA WEEK will be dedicated to initiative of Kyiv Film Commission establishment, which will simplify the paperwork procedures for film crews in Kyiv. Film Commission will also attract investments and promote Kyiv as a promising location for filming of international projects.

It is a well-known fact that film industry in Kyiv and Ukraine is one of the most profitable ones for the city budget. According to Maxim Asadchiy (Pronto Film), an average prodco spends on accommodation of foreign experts about 3000-5000 euros per month. This is in case of advertising shooting. If it’s a feature film, around 25-30 people arrive for 30-50 days. The average daily cost of accommodation per person is 100 euros.

The introduction of incentives for film industry, the return of the qualified costs spent in the city, simplification of licensing procedures and the creation of one entry point to the capital will help to expand the list of studios and producers who are ready to consider Kyiv as filming location, and Ukrainian prodcos – as co-production partners. This will result city's economic growth at the expense of the money spend in the city by film crews.

With the support of Kyiv mayor Vitali Klitschko and the participation of the deputy head of KCSA Alexey Reznikov, at the round table we want to establish cooperation between the film industry, local authorities, private businesses and the public, who will join forces to make the film production in Kyiv as simple and profitable as possible.

Among the experts, there will be also the head of the Department of Tourism of KCSA Anton Taranenko and the head of the working group of the Anti-Corruption Council of Kyiv Andrey Miroshnichenko. Ukrainian filmmakers will be represented by Motion Picture Association of Ukraine.

 

Alexey Reznikov: "The purpose of the future Film Commission is to attract investments to the city, that will boost related sectors of economy – tourism, employment market, service, as well as the development of capital’s infrastructure. We are ready to establish an effective dialogue with the representatives of the film industry in regards to film production support program in Kyiv. One of the greatest examples of cooperation between city authorities and film industry was Molodist Film Festival. Thanks to joint work, this year's Molodist will be held in an extraordinary new format. I am sure that we will go even further".

Several European countries are an example of successful investments and stimulating of various economy sectors by supporting filmmaking.

To date, 45 Film Commission / funds from 12 EU Member States + Norway and Switzerland are working in Europe. Thanks to these organizations, getting a permission to shoot in a particular city is a matter of few days, and the cost of filming day, thanks to all sorts of subsidies and benefits, is affordable even for small production companies.

How to make Kyiv attractive for foreign and local film companies? How to establish the Film Commission’s work at the city level, so getting a permission to shoot could be easy and fast?

To answer these questions and share their experiences, foreign experts were invited to participate at the round table:

Svein Andersen – production director of the largest film studio FilmCamp (Norway). Besides the experience of participating in more than 150 international films, FilmCamp also provides services for the organization of filming in Northern Norway.

Kyiv authorities of all levels, film professionals, journalists, activists, representatives of HoReCa and related businesses, as well as the guests from other Ukrainian regions are invited to attend the event.
