Independent Association of Broadcasters announces an update program of the VII International Forum Digital Broadcasting in Ukraine. The Forum will take place in Kyiv (Radisson Blu hotel, 22 Jaroslaviv Val street) on 13 September 2013 in the course of KYIV MEDIA WEEK.
Opening ceremony speakers Mykola Tomenko (a head of the parliamentary committee on speech freedom and information) will introduce the key issues of speech freedom in a digital era, and Eve Salomon (Council of Europe and international expert on media regulation and law) will present the digital reform standards for Ukraine. Volodymyr Manzhosov (a head of the National Council on TV and Radio broadcasting) will talk on digitalization processes and related media regulation in Ukraine.
A vital topic of post digital technological effects on media business landscape will be highlighted by a French guest speaker Antoine Cormery (presenter and journalist at France 24 and a managing director of Académie France 24/MCD/RFI).
A panel discussion upon the results of a digital reform 2013 (tariffs and non-licensed companies) will gather experts from regulatory organs and industry: Mykola Kniazhytskyi (MP, Ukraine), Volodymyr Manzhosov (a head of the National Council on TV and Radio broadcasting), Dmytro Kotliar (independent media expert), Gennadij Sergeev (director at TV/Radio “Chernivtsi”), Yulia Vynokur (director at Ternopil TV-4), and Volodymyr Tykhonenko (legal advisor at Dnipropetrovsk TV Service).
Georgian guest speaker Ucha Seturi (a laywer at the Freedom of Speech Institute) will share Georgian experience of the digital reform implementation on a post-soviet area.
Media industry representatives will talk on the latest changes in digital TV audience measurement in Ukraine. Participants will consider the issues of the digital reform public awareness (Vitalij Gorduzekno, IAB marketing manager), as well as the set-top-box purchase dynamics (Oleksij Petrenko, managing director at Strong Ukraine, and Stanislav Lypaj, technical director at Romsat), and, set-top-boxes for low-income people (Olga Bolshakova, IAB advocacy and lobbing manager).
The Forum final discussion on a digital radio will raise the issues of European radio experience and its Ukrainian perspective. Guest speaker Helmut G. Bauer (independent German expert, member of Board of Directors at the Institute of European media law) will introduce European (in particular, German) situation and tell why most of European countries took DAB+ standard. Kateryna Miasnykova, IAB executive director, will present Ukrainian vision for digital radio development. Other panel participants (Valerij Yurchenko, deputy general director at National Radio of Ukraine; Dmytro Makoveenko, department manager at Ukrainian TV/Radio Research Institute; Volodymyr Goncharevskyj, development director at TAVR Media Group, and Kostiantyn Meshalkin, head of regional department at UMH Radiogroup) will resume on the need to introduce the digital radio in Ukraine.
